Late October in Niagara Falls runs cool, typically starting in the upper 40s and climbing into the low 60s by midday. For most runners that is comfortable racing weather, though you will want a throwaway layer at the start. The bigger variable is wind. You are running along a large river and past open water, and a headwind on the return leg is common. If it kicks up, respect it rather than fighting it in the second half when you are already tired.
